New iPhone 6s users hitting "Slide to upgrade" out of the box

Apple seems to have a big problem on their hands. Owners of iPhone 6s, just delivered, are running into the "Slide to Upgrade", out of the box. Apple rolled out a fix for users who had active phones, phones in service. However, for users of a new device to be running into this problem is bad.

@TMobileHelp iPhone 6S rec'd today.  Dreaded "Slide to Upgrade" issue.  Update server via iTunes not available.  Now I have a $750 brick.:(
@Cheneyparsons When you get your new iPhone 6s and it doesn't work. Just sticks on slide to upgrade before you even set it up
